It all boils down to building occupancy types and Damn the man save the empire shirt associated with them. Those are what dictate a minimum number of sinks, toilets, etc per type. You can design whatever you want as long as you hit those minimum counts. However, the trick lies in talking the clients into paying for more toilets and reallocating that money from elsewhere in the building. The home bathroom is female dominated, isn’t it ladies? Females take longer in there. Same is true out at malls and other public places. Women also have children in bathrooms most often, but that is changing. Women catch flak for breastfeeding babies anywhere but where they and other women and children defecate. And restaurant employees are required to wash their hands after using that space.
